Praise be to Allah, and blessings and peace be upon the Messenger of Allah:
There is nothing wrong with that, because the general principle in such matters is that it is permissible unless there is evidence (daleel) from the Qurâaan or Sunnah stating that it is haraam or makrooh.

He was also asked in Liqaa' Al-Baab Al-Maftooh, âSome dyes and colors are applied to the eyebrows to look thin and last for almost a month; does this fall under the category of prohibited removal of the eyebrow hair?"
He replied, "No, it does not. It falls under the category of coloring the hair with other than black for those whose hair turned white, and this is permissible. This is the basic principle in this regard; in principle, things are permissible (unless proven otherwise) in other than the acts of worship. Moreover, this does not fall under the category of prohibited plucking of eyebrow hair because it is merely making the eyebrows look thinner (and not removing or plucking the hair of the eyebrows). It is similar to some people's choice to make their hair curly and apply substances to strengthen it.â
The questioner added, âIs thinning the eyebrows permissible by applying dyes or colors to look thinner; the hair of the eyebrows is not cut, but this dye or color is applied to them to change their color?"
He replied, "There is no problem in that. The question here is whether this is permissible for men or not. It is not permissible for the man to adorn himself with that which the woman uses for beautification purposes; it is permissible for women and not for men.â
Thamaraat At-Tadween also reads, âOur Shaykh was asked, 'Some women dye their black hair with another color and then wish to restore its original color and that takes time; is it permissible for them to dye the hair with black?â He replied, âYes, it is permissible provided that it is restored to its original shade of black and not darker.ââ

Praise be to Allah, and may Allahâs peace and blessings be upon the Messenger of Allah, his family and his companions. If what is meant by bleaching, dyeing the eyebrows with a colour similar to the colour of the skin, then I do not see anything wrong in that, because it is not part of plucking which is prohibited. That is because the plucking, whose doer has been cursed in the texts for, is removing the hair of the eyebrow from the root. As for dyeing, then it has not been prohibited. The fact that it may resemble plucking [shaping of eyebrows] in appearance, does not lead to forbidding what Allah has permitted, as the principle ruling for all things is permissibility. Â
Allah has disapproved of the one who forbids, without proof, what has been made permissible of adornment, such as in His saying: Â âSay, âWho has forbidden the adornment of Allah which He has produced for His slaves, and the good [lawful] things of provision?â Say, âThey are for those who believe in the worldly life, but exclusively for them on the Day of Resurrection.â Thus do We detail the verses for a people who know.â [Al-A`raf 7:32] Â Also, our Shaykh Ibn `Uthaymin used to give the verdict of permissibility.

There is a difference of opinion among scholars about the permissibility of bleaching. You may follow any one opinion. However, it is better to avoid bleaching eyebrows when exposed in front of non-Mahram men, though it is not haram.
What is Bleaching?
Bleaching the top and bottom of eyebrows with a skin-like color creates an appearance of thinning and shaping.

Sometimes, the eyebrows are bleached to match the skin tone, and a fine line is drawn above them, making the original eyebrows invisible and only the pencil line visible.
Difference of Opinion
Esteemed Muftis and Jurists differ on the permissibility of bleaching eyebrows. Some scholars believe that bleaching eyebrows in the manner described above is not allowed. This is because it looks like excessive plucking and can cause harm to the skin or hair due to the substances used.
Therefore, according to these scholars, it is not permissible for women to bleach their eyebrows this way, regardless of whether they are married or not.[Ibn Nujaim, Al-Bahr al-Raâiq]
Some believe it is acceptable to bleach or lighten eyebrows, as it only involves coloring and not removing the hair. According to these scholars, the general rule for adornment is that it is allowed unless there is evidence to the contrary.
It seems that bleaching the eyebrows in the manner described cannot be deemed haram or unlawful. The Sharia permits coloring and dyeing oneâs hair.
